Walker said what I wanted to say.
You can try the following to test if ftp server is able to start at all:
Login as system and execute:
$ submit sys$startup:TCPIP$FTP_STARTUP.COM
If FTP server work, do what Walker said.

Hi guys

that is the status,
Now I was eliminate the password for tcpip$ftp , wrote if f$mode() .eqs. "NETWORK" then exit in the sylogin.com

$submit sys$startup:TCPIP$FTP_startup.com

and no success

Now I will try to startup with systartup_template and try again.

When I boot with systartup_template doesnt enable ftp service, but if I try do it manually is successfull
$ucx enable serv ftp

Now I will reboot whith the normal procedure and I will try to find any error in systartup.log

I found

I analize with sda all images that runs while is booting (applications only) and detect that dmq version 4 works in the port 21 (same that ftp) now I try to start firts tcpip and then dmq
now is working fine
