My customer setup the FTP server on openvms v7.3-1, they put the files that file name with Chinese character, but they couldn't directory the correctly the file_name under the OVMS, why?
also, I couldn't create a file with Chinese character file name,
the message:
"RMS-E-CRE: ACP file create failed"

Charles,
Are you using ODS-5 disks ?
So far a I can recall this must be you're sollution.
The drive must be privatly mounted, change it by using $ SET VOLUME/STRUCTURE_LEVEL=5 and mount the drive systemwide again.

Thank you, I had changed the volume's structure to ODS-5 for sys$sysdevice on CD_boot O/S, the problem had fixed.
