DECevent comes with Alpha VMS 7.3 and 7.3-x. A separate license pak is not needed. However, DECevent does need to be installed after installing Alpha VMS 7.3 or 7.3-1 to be able to use the DIAGNOSE commnand. It is probably the same for 7.3-2.

A decevent license is required to run this product.

Victor,
a valid DECevent license PAK is required for analysis and notification (i.e. running the DECevent_node process). If you just want to translate the binary contents of ERRLOG.SYS (using $ DIAGNOSE/...), you do not need a valid license PAK.
