I'm not completely clear what you're asking about, but you can find detailled OpenVMS licensing information at:

From the licenses shown, you can technically use any of the type A licenses with Units >= 15 and any of the type H or I licenses with units >= 1050 on this XP1000.

Almost certainly, none of these licenses are "right". A number of these will work, but there are many overlaps, and most are clearly intended for other Alpha platforms. What license(s) you need depend on whether this is a commercial or hobbyist system, and what products you are looking to use.

What you probably want to do here is -- assuming this system is a hobbyist non-commercial use -- wipe this disk, and install the hobbyist distribution kit and hobbyist licenses.

As for that list of licenses, somebody has clearly been gathering and moving license PAKs around, mostly from old systems. Whether or not this transfer is permitted is another discussion, and one that various HP representatives would have to be involved with.

QL-36NAE-AA NAS Client 150 for OPENVMS ALPHA WS
NAS is NET-APP-SUP, this is the 150-level package for Workstations. See the NAS SPD for what you get in this package, at the 150-level. There's a 250-level PAK further along. NAS does get you DECwindows, as well as other products.

QL-MT1AG-6L OVMS ALPHA BASE ASVR 4100
That's a base license for an AlphaServer 4100.

Four-user license.

If this is a commercial system...

For your base operating system PAK you need THE PAK that was sold with the system.

Base PAKs belong to the metal, and can only be transferred (legally) through HP. Although any OPENVMS-ALPHA PAK will "work" on this system (due to the weird way OS PAKs are implemented you don't even need the right number of units), the license agreement only permits you to use the specific PAK which was originally sold with that system.

For layered products, see Hoff's response. Any PAK with sufficient units may be used on this system, provided it isn't used simultaneously on any other system.

The correct OpenVMS base license for a XP1000 would be: QL-MT1AE-63

As I already wrote, all type A licenses with 15 or more units will 'work', i.e. load on this XP1000, as well as all type H or I license with 1050 or more units.
