can't get 2nd ethernet circuit active on tcpip

We have EWA and EIA interface and two ethernet ports, OpenVMS 8.2. DECNET and TCPIP running on EWA; would like to enable EIA for local unrouted TCPIP net. Of course, we have an interface (WE0) for the EWA, but only interfaces listed are LO0 TN0 TN1 WE0. I can not figure out how to connect the hardware (EIA) to an interface (I'm familiar with VMS admin, and networks, but not VMS networking. Looked at manuals, could not figure out). I am likely missing something basic; please advise.

You need to run
$ @SYS$MANAGER:TCPIP$CONFIG

Select the Core Environment (1) and then select Interfaces (2).

I have one, but it's personal.
