cluster VAX/VMS and tcpip: Load balancing whit the metric_cpu_ratio parameters

I have one cluster with two nodes vax/VMS 7.1.:
The load balancing of my cluster is "managed" by a external bind ( the internal bind of the cluster is disabled).
Is using the metric system ( ie the metric-cpu-ratio for every cluster node)
the result is obtained with the command metricview.exe

I have many difficult for managing the load balancing ( 200 users simultaneous) of the cluster with this method

My answer:
1. Have many information over this method???
2.What is the formula for computing the metric parameter for every node, and the details of this.
3. Have information about the load broker system??

assuming you're using TCPIP V5.x, all of this is well documented in the TCPIP Management Guide Chapter 6:

Maybe you can explain, what kind of problems you are seeing ?
