how connect prgorams(written with c) on vms 6.2 to another database on pc(with windows operating system) for example sql server

Here's some information on some of the available open-source ODBC and JDBC stuff for use on OpenVMS; these widgets can provide a way to connect OpenVMS applications into a remote database running on another platform:

For discussions on connecting via IP or other such, check the TCP/IP Services manual and the socket programming layer. There are about a gazillion ways to do this, and sockets are the lowest-level approach and the underpinnings of many of these (better, easier, higher-level) approaches. HP tends to have some of the Apache tools around for OpenVMS Alpha V6.2. (V6.2 can be found on both Alpha and VAX boxes, and there are fewer options for VAX).
