SolutionDFGE01027 is an "entitled" ECO. That means it can only be made available to a customer with a valid service contract for the product.
Layered product ECOs sometimes fall into this category. Please log a case with your local Customer Support Centre to obtain a copy.

(or VAX if you run there).
