install hp vms dec c compiler issue

on a fresh new system without any c compiler, i have this zip copy(cc071.zip) and unzip it to 2 folders(documentation and kit). however,when i ran
@sys$update:vmsinstal CC071 DKA400:[CC071.KIT]

After enter all the prompts as below

Enter a question mark (?) at any time for help.

%VMSINSTAL-W-NOTSYSTEM, You are not logged in to the SYSTEM account.
%VMSINSTAL-W-ACTIVE, The following processes are still active:

TCPIP$PORTM

* Are you satisfied with the backup of your system disk [YES]? [Return]


it said no product found.

When checked the file under the kit, there is a file, CC071.DCX_AXPEXE.

i wonder how i should extract and install it.

CC071.DCX_AXPEXE is a self extracting compressed file for OpenVMS Alpha. run it and it will expand to a .PCSI file which can be installed using PRODUCT INSTALL or a VMSINSTAL
kit (CC071.A,.B etc) which can be installed with @SYS$UPDATE:VMSINSTAL

Miller is rite! Just run the self extracted file and perform product install or vmsinstall will install the safe set files.
