this line is from TCPIP$CONFIG.COM (T5.5):

$TCPIP SET CONFIG COMM/LOCAL="''TCPIP$PRIME_NAME'"

so this command MUST work - maybe it's the circumstances and what you're trying to achieve, that might not work ?!
