there is another error happening earlier, so you don't know, if the installation provided all the correct files.

The 'bad' filename is:

Try manually creating such a file on your DISK$I64SYS: and see what happens.

the files existed
In the installation guide it tells you about the PCSI bug that will not allow deletion of files of a particular format. The solution is to delete the :[SYS0.SYSCOMMON.][IDE$SERVER]JARS.DIR file by hand after the product remove.

Then do the product install ideserver.
