I checked the account used to run the job, and it had its privs jacked up.

All I had to do was define sys$scratch to point to a directory owned by that account (not sure why it wasn't already pointing there.)

So apparently the sortmerge problem with privileged accounts appeared some time after VMS 7.1 and before or at 7.2-2.
