As usual, showing actual commands with their actual output can be
more helpful than vague descriptions or interpretations.  With my weak
psychic powers, I know approximately nothing about your system.  For a
start:

      tcpip show version

Similarly, I can't see your VB code, either.

I don't know what this means (to you).

It may not be possible.  I'm not an expert in SMTP, but I doubt that
the usual VMS e-mail client (or server) software knows anything about
SMTP authentication.

For example, talking to the server here:

ALP $ telnet alp-l /port = 25
%TELNET-I-TRYING, Trying ... 10.0.0.9
%TELNET-I-SESSION, Session 01, host alp-l, port 25
%TELNET-I-ESCAPE, Escape character is ^]

If your question is how to do authenticated SMTP from a VMS system
using the VMS MAIL program, then the answer may be disappointing.  If
you don't demand authenticated SMTP, then the answer may be different.
What, exactly, are you trying to do?  Why is authenticated SMTP needed
to do it?

It's often helpful to specify your actual requirements without
specifying a particular implementation.

Because smtp.office365.com (Microsoft) requires it?

Which leads directly to the next obvious question: Why are we trying
to use smtp.office365.com?

   Still true.
