There is no such thing in VMS like a "system default" account .
There are however:
SYSTEM : the all-privileged account usually used for system management like updates,patch install, layered software install, and the account under which the system startup at boot time is running. Its home directory is SYS$MANAGER.
DEFAULT: the "prototype" account used to fill in unspecified fields when creating new accounts in AUTHORIZE. It is usually disabled and in no way a default login or guest account.
You added 3 account names:
DIA$MANAGER: used by the DECEVENT diagnostic system (see HP VMS home page), not for interactive login.
The other two I don't recognize.

Solutiondefault account when os is installed is SYSTEM (it's like root of unix or else Administrator of Lan Manager).
All other user are created by system administrator or by software installation.
User created by software installation, usually can't access in interactive mode.

VMS installation creates SYSTEM,SYSTEST and FIELD. I think SYSTEST and FIELD (intended to run system test procedures rsp. for field maintenace/service personal) are automatically disabled after installation.
