A colleague pointed out that the Roxio software provides two methods of creating CDs - Roxio Creator Classic (which I had been using) and Roxio Easy Media Creator. I tried the latter and that worked fine too.
I can only assume that the Roxio Creator Classic software is not compatible with Tru64 UNIX.

that the CD drive in the Alpha is getting old
and blind (or dim), and that it just can't
read some of your home-made CD-R(W) discs.
It's possible (although perhaps not likely)
that a disc written by your laptop is enough
easier to read that the Alpha's drive can
read that one but not the disc(s) written by
the other drive(s).
Related questions:
What's the CD drive in the Alpha, and how old
is it? (How hard would it be to swap that
drive?)
Are you making CD-R or CD-RW discs? (CD-RW
is harder to read.)
Unlikely or not, I had a problem like that
with an old (4X Toshiba?) drive in a Sun
(clone) workstation system a while ago.
Different symptoms, but some "known-good"
CD-R discs did not work on the Solaris
system, and it took me too long to suspect
the hardware. Some discs worked, so I
assumed that the CD drive was good, but it
wasn't good enough to read some of my
home-made discs.
Also, CD-ROM drives which predate CD-R discs
may be expected to have more trouble reading
the home-made variety. An RRD42, for
example, would not be a good choice for
reading a CD-RW disc.
Of course, the "ls: /cdrom not found" symptom
is suboptimal, irregardful of the reason.
