I can not login thru telnet, what file do I have to configure? I rename the securettys file but that did not work.

Solution
You don't have to rename the securettys file, instead you must add to the end of the file:
ptys
Anyway, is better if you don't allow direct root access, even better if you don't use telnet, but SSH.
