this is a modern UNIX derivat ;-)
read the manual first, it will explain all necessary steps. READ only filesystem exists only if booting in single user mode not from cd rom!
If Tru64 < 5.x use the MAKEDEV command.
If Tru64 > 4.0x use the hwmgr -scan scsi command and be sure you set the bootdev variable within the srm console not to a damaged disk containing old os data! (but this is also documented)
Now you can use the commands well explained within the admin guide, but all the other steps are also named within the documentation. So in this case RTFM!
