Solution :
To implement the solution, update the /etc/sysconfigtab with the following networking kernel parameters:

tcp_sendspace=65536
tcp_recvspace=65536
udp_sendspace=65536
udp_recvspace=655360 <== this is not a typo
rfc1323=1

Now the "startup migrate" command works OK

There is'nt any "rfc1323"-parameter in any sysconfig module, so where does 'Metalink'
tells you to put that parameter ?

I think rfc132 is an AIX parameter
