power management doesn't work

I'd like to turn the hard disks off when there is no activity on my Compaq XP1000. However,when I turn on Power Management from the command line (#/sbin/sysconfig -r pwrmgr disk_spindown=1 disk_dwell_time=1), the disk spins down after 1 minute (as it should) but then spins up 3 minutes later. This cycle repeats itself unendingly.

What's turning it back on?

This is due to the device polling done by the system

If polling is the culprit, what can I do to get Power Management to work? I want to keep the hard disks shut down for long periods of inactivity (sometimes several days). Any suggestions?
