If we don't set ntp, what does this command result mean?

It report the time values returned by all responding hosts

Hi,

rdate does a broadcast and collects all responses within a local network from all hosts that support internet time service.
ntp asks the specified address(es) for the time. So these two have only in common that you set the system clock with them.
