I can ping that machine but ssh or telnet access is not their??
Is there any file configuration to enable telnet access.
If I telnet or ssh that machine, it is taking too much time.
Please help me.

you should be able to telnet.
Have you tried to login on the console and then telnet onto itself?
What happens if you try to telnet?
Is there an error message or does it just hang?

localhost ie to same machine: it is showing "Connection refused "
when telnet from other machine:
connection terminated by remote host, connection refused

Check if telnet and ssh daemons are enabled in inetd.conf.

telnet stream tcp nowait root /usr/sbin/telnetd telnetd
If not, enable it and run:
inetd -h
