LaserJet Pro 400 MFP (MA25dn) Wont pull paper from paper another tray when one is empty

Im new to an office and need help.  When one paper tray is empty it will not pull paper from another tray that is full.  This model has tray 1 tray 2 tray 3.  all are enabled.  tray 1 is manual.  Help please I would like to make myself look good in my new job..thank you
