One purpose of this forum is comment on broken web sites where it doesn't work for anyone or large groups of people. Your problem now seems unique to your laptop?
I was trying to let you know it isn't completely broken. Your new problem doesn't seem to be the same as back in 2008.

I found a work around for download failures of HP drivers. Firefox returned a 425 PASV error. IE 8 said "cannot display the web page". But, for the driver I was attempting to download, the URL displayed in the address box was this:
http://h20000.www2.hp.com/bizsupport/TechSupport/SoftwareDownloadEventHandler.jsp?redirectReason=SWD_FTP_Request&swItem=ly-49626-3&prodSeriesId=446153&prodLine=LY&targetPage=ftp%3A%2F%2Fftp.hp.com%2Fpub%2Fsoftlib%2Fsoftware11%2FCOL19116%2Fly-49626-3/hp_CLJ_2600-HB-pnp-win64-en.exe&filesize=6706416
I deleted everything up to ftp.hp.com and everything after .exe, then replaced each occurrence of %2F with a / (slash, the equivalent character). I put http:// in front, with the result being:
http://ftp.hp.com/pub/softlib/software11/COL19116/ly-49626-3/hp_CLJ_2600-HB-pnp-win64-en.exe
Hit enter, and, VIOLA, it downloaded.
This might work for other files, since HP seems to have consistent failures regardless of what you are trying to download.
