8212 vlan routing problem

we have a new zl 8212 which I fail to route traffic between vlans.

I create 2 vlans, each having ip address, and I have ip routing enabled but can not communicate between vlans. what else may be missing in the configuration. In advance thank you for your contributions

Forgot to say that the vlans are subnetting on  VLSM mode
