1850 wont start -- need help troubleshooting issue.

While the server is open (i.e., top cover off) power on the server and make sure all the fans spin up. You may have a redundant fan or primary fan that has failed. Alternatively, one of the power supplies may have failed.

Anyhow. one more thing. on the board near the CR522 LED are the words "ERR PWR". Which indicates a power error but i've switched out the power suppy and the same thing still happens.
I called HP support and they want to charge me $75 to "attempt" to figure out what is wrong. I'm not asking them to buy the parts for me....I just want to know how their system errors out. Those flashing LEDs are there for a reason....Just tell me what needs to be replaced...geez.
Can Anyone shed some light? Thanks.
