1850R P1 and P2 LEDs Flash(Will Not Boot)

I have an 1850R with (2) 500Mhz CPU's and (2) PPM that was working fine for 2 months. I noticed the lid was not snug so I slid it forward to lock it and now the server will not power on. The LED's on the front, the hard drives and the RIB will flash for just a second but not power on. The P1 & P2 ERR LEDs flash every so often. I have removed every card, memory, CPU, PPM and cable but it will still not boot. I have also installed CPUs and PPMs one at a time. Any ideas???
