Can a Proliant 1850R support USB 1.1 or 2.0
I have a Proliant 1850R running W2K and the primary customer is wanting to add USB capability to this server. Is this possible?

Can't see why not. Plenty of PCI USB cards available and W2K has USB support.

I have installed a USB 2.0 card in the 1850R and W2K can see it, but it is disabled because the system BIOS of the machine is not capable of configuring the card. I have installed the latest BIOS (P07) that I could find for the 1850R, but this did not change the end result in W2K. When going into the System Configuration Utiltiy (F10)for the 1850R, it gives me an error message stating that it cannot configure the resources for the card because of an unknown or invalid header type. Can CFG files be manually created if the proper resources are determined for the USB card?
