Can it work fine with DL 380 G4 series Server

Can we interchange the SCSI harddisk of two similar DL 380 G4 server, whether it work fine ,can it affect any configuration like ip or computer name or any

Yes.
You can interchange SCSI drives of two similar DL380 servers without any problem.
Only one thing affected - MAC address of NIC cards, therefore if you use MAC address of server in any way (firewall, DHCP,...) - note it.
