Cannot boot with external drive attached

we have an HP proliant ml350 g3 server running windows 20003 sp2. We installed a SIIG E-SATA PCI controller in the system and have attached an ICY DOCK to the controller. The ICY DOCK holds 1 TB drive. Whenever the drive is attached to the server via the E-SATA controller or a USB cable, the server will not boot. The server normally will tell us that it cannot find a system disk. We have checked the Standard Boot Order in the BIOS and it reads as FLOPPY, CDROM, HARD DRIVE C, PCI NIC. The Controller Boot Order is listed as SMART ARRAY CONTROLLER, INTEGRATED PCI IDE CONTROLLER, SCSI ADAPTER PORT 1, SCSI ADAPTER PORT 2. We've already updated all the drivers and firmware on the server. HP is clueless as to what is going on. Has anyone ever ran in to a situation like this? We also talked with SIIG who is the manufacturer of the E-Sata controller that we are connecting our external drive to. They say that the BIOS can recognize the E-Sata device as a scsi device and that is why we are having problems. We find it hard to believe that there is no way to boot this server while having an external drive attached to it.
