Compaq 515 fn018ut restarts after shutdown?

unless I pull the power cord when shutdown compaq 515 fn018ut laptop with win xp pro, the computer restarts? I've tried to set registry settings, bios, screen saver? is this an O/S problem or physical machine problem? any ideas what to do?
