Compaq DL320

Just purchased a used server. It powers on for roughly 5 seconds and then shuts down for 15 seconds. It then powers up and on and on it goes. Seems like I am doing something wrong here. I have reseated the memory and checked all connections, what gives? I appreciate your help thanks.

hi,

What is the led status from left to right
4th one that is for system heath
Green = Good
Amber = Degraded
Red = Critical Error

6th Power on/off
Green = Power On
Amber = Power Good
Off = Power Off

Power Status LED
What is the status of power led near to battery.
