Since its a NO video situation & not exactly NO post/ No boot;

First thing to try would be a Different Video, change cables;
Also if there is a KVM switch, Bypass that.

you can try clearing the NVRAM (CMOS) with the switch on the system board by invalidating configuration too

I just ran HP's smartstart diagnostic and nothing was flagged. I'll try the NVRAM and CPU suggestion.
