SolutionPull the CPU Cage from the server and remove, check the slot and then replace the CPU's, PPM's and RAM. Make sure you seat each item fully.

Try removing Processor #2 and its PPM. Also pull all the DIMM's except Socket 1. Does it boot at all? Differences?
I hate to think the processor cage it at fault here.

I pulled the processor cage and replaced the fan with one from another Compaq server.
The system started to boot, gave me a 1611-Fan Failure message and then finished booting.
Everything appears to be running, but I'm afraid to reboot it to see if the error message is still sent. I have changed our data backup procedures to hopefully reduce any loss in the event it is still a problem.
