Cooling fan
Is it normal for the cooling fan to run all the time.

it depends on the device where the fan is mounted. The fans in my notebook are only running when it does very CPU-bound tasks. The fans in my desktop workstation run all the time. The fans in my disk drive enclosure run all the time, but when one of it fails the other enhances its speed.
So, what device are you talking about?

In case of Proliant it depends upon the temerature of the server internal components. So server change the fan speeds that is monitored by the HP Management and health driver. Which is installed when the Proliant support for same server is installed.
