DCOM Error on DL385 G2

hi all,
i am having an issue creating an application using the com+ application wizard.
i have registered the dll's needed successfully but get the following events loading the dlls in the wizard.
evendID = 11928.
Product: TestPackage -- Error 1928. Error registering COM+ Application. Contact your support personnel for more information.

we are migrating to HP DL385 G2 servers from Dell machines.
at 1st i thought it was SP1 of windows 2003. but i rebuilt the servers with no SP and hae the same issue.
any ideas?
