DL 380 G6
Dear ALL,
I have a DL380 G6 server, recently it's fan running full speed all the time, even I restart the system.
The temperature is normal. and I check the fan is also normal
Can anyone tell me what's wrong. how to slowdown

First I would check the temps and fans from ILO, even the ILO logs.
Check ILO FW and BIOS too.
From BIOS release notes:
added a new ROM-Based Setup Utility (RBSU) Advanced Option that allows configuring the system fans to always operate at their maximum speed.

I even cannot ping iLO, but I have plug the netcable, and cable is OK.
when I run hpnocfg there is an error;
C:\Program Files\HP\hponcfg>hponcfg
Waiting for Management processor...
HPONCFG RILOE-II/iLO setup and configuration utility

If iLO2 stops responding for some reason, the system PAL takes over the FANs and ramps them up to max speed. We have fixed numerous issues where iLO2 could stop responding in the last couple of years so, I would suggest you to remove all power cords from the server for 10 seconds, plug them back, then check if iLO2 is back to life and upgrade it to the latest firmware version 2.20
