DL140 G3 poor HDD performance on Windows 2003 R2

Barracuda 7200 SATA drive only gives 7MB/s transfer rate as measured by windows performance monitor when copying a file on the same disk. The drive should transfer at 65MB/s and I get 35MB/s on an old Intel P4 server. I have upgraded the server firmware and drivers but can't find the problem. Tried with raid disabled too. Always get the same result. CPU < 4%.
Any ideas? Applications are not performing because of this problem.
