Hi,
Some component inside the server might be causing the problem.
Try with a single Processor, try removing any pci cards if installed. Also disconnect any external devices except power and keyboard.

I have tried with spindle CPU, only connectors plunged to motherboard is power backplane connector, 24, 4 and 8 power connectors and front panel connector same issue.
