DL320 Processor Error? CR13 CR14?

I am trying to diagnose a problem with this server DL320 G4.

No output is seen from the VGA output.
The LED labelled CR20 "Processor Error" is illuminated amber.

LEDs CR13 and CR14 are blinking green.

I cannot find a reference to these LEDs but maybe they can help determine what is at fault.

How can I determine which components need replacing?

problem solved by replacing the power supply
