DL320 Reduce Fan Speed

I'm very new to HP servers so please be gentle here.
I have recently aquired an old DL320 G1 server that I am hoping to use, but the fan noise is very loud.
I've heard that some compaq/hp utilitys can reduce this speed based on temprature but so far I've had no luck.
I'm running 2003 and I've tried:
psp-7.60.w2k3.i386.exe and smartstart-5.5

After installing the PSP didnt you notice if the fan noise will decrease when server boots in the OS?
