DL360 G3 no POST no video

I'm thinking the system board might need to be replaced since I don't get POST or video, and the internal/external health LEDs do not turn on. I've tried configuring the switches to reset system settings, took the server apart to reseat any loose connections, replaced sets of RAM, replaced CPU/PPM, so I am at wits end. Any help on this is appreciated.

to try clear 360G3 BIOS ROM

The server does not show any video or post, and I did try to reset the ROM settings via the switches with no success. How else can I clear the BIOS? The fact that the internal and external health LEDs were off lead me to think the system board or other component might be toast.

Open server release thumb screw at right Side where is front Fan assembly, pull assembly to front, Verify if black small Power connector seated tide enough.

The original post stated that there are NO LED's on the system, Have you tried a different power supply? Are the fans spinning? Is there any hard drive activity?
