DL360 G4 will not post.

Have a DL360 G4 that will not post. Have it stripped down to bare minimums. Plug in AC and fans spin slowly. Hit the power button and fans kick in at high speed.
Internal health LED stays Amber, no leds on the system board indicate errors, but the LED labeled CPU Multi Fail/CPU Fan Fail inside the CPU fan tray/front come on as Amber. Will not post from there. All 4 fans in the assemble appear to be working, but are running full bore.
Any ideas?

Reseat components, speacially the SCSI backplane connector.

Reseated everything several times. Not sure what the amber LED mentioned before is signifying as it is labeled both CPU Multi Fail and CPU Fan Fail.

How many CPU's are installed?

Have tried it with a single and a dual CPU. I did pull the mainboard out and found a semiconductor on the bottom of the board with a hairline crack in it. Part is labelled D44 on the board. A418 B32 on the chip itself. Appears to be a diode pack. I have not been able to locate a replacment part at any of the semiconductor suppliers so I suspect it goes by another name as well.
