In the end I removed the motherboard, SCSI backplane, front fan assembly - basically everything - and reseated them. No change.
I then replaced the front fan assembly with a spare (part 361390-001) and the server powered on immediately with no issues.
So I assumed that it must have been faulty. Strangely though, I powered the server off and swapped the old fan assembly back in - it still worked! So now I'm not sure what the problem was. It may well return of course.

not sure which ones are CR15 & 23 so here's a pic of the M/B and a list of functions
1 DIMM 6C failure Amber = DIMM has failed.
Off = DIMM is operating normally.
2 DIMM 5C failure Amber = DIMM has failed.
Off = DIMM is operating normally.
3 DIMM 4B failure Amber = DIMM has failed.
Off = DIMM is operating normally.

4 DIMM 3B failure Amber = DIMM has failed.
Off = DIMM is operating normally
5 DIMM 2A failure Amber = DIMM has failed.

Yes, I saw that in the manual, unfortunately the light bank in question is marked as 15 in the guide which as you can see doesn't actually give you any information. Thanks anyway! For now it seems to be working again.
