DL380 G2 cannot boot from CDROM

I have a DL380 G2 Server. I am attempting to install this server using Smartstart 7.01. However, The server will not boot from any CD's. It starts to boot from CD and then goes into an infinite loop of attempting to boot from CD and restarting. Has anyone seen this issue before?

same problem with O/S CD ?
reduce to single CPU and two memory modules
run
