DL380 G3 blinking all LEDs.

DL380 G3 has a defective System Board and Power Converter. Both replaced and from the moment on the Server without pressing the power button blinks all LEDs internal and external. We replaced again Power Converter, System Board and SCSI backplane but the out come is the same.
Any suggestions??

At a guess, it might be the PSU(s)...
