I had a problem similar lately.
Max 4 stepping between the processors AND the processor with the highest stepping needs to ben in slot 1

The numbers of core=2.
I installed a system board with spare 436526-001 and still I have the two leds of the processors that comes on when I power on the server.

I had this problem with some brand new servers and I found 7 more system boards with the same problem. They were all Rev AY. What fixed my problem in the end was using a Rev BD system board but I had to take this from another server as all the boards that came from HP stock were rev AY. I can supply the serial numbers of the faulty system boards if you want to email me
