DL380 P17 - FATAL ROM ERROR

When starting mt DL380R01 I get the following error displayed:

FATAL ROM ERROR: The system ROM is not properly programmed
- Replace the physical ROM part
- System Halted!

What can I do? I have tried to flash the ROM using sp23650.exe but I get the descending tones at the end, which I believe means it failed. I can find very few peices of information that actually tell me what is wrong.

Can anyone help with this please.
