DL380 server w/ ILO2 temporarily unavailable

I configured my ILO2 and after reboot of the server I get ILO2 is temporarily unavailable.
How can I access ILO again?
The manual talks about resetting the server, but I'm not sure how to do that? I have gone into the bios and made some changes figuring that was how to reset the server, but it didn't work.
Any help is appreciated.
