DL380G4 ILO

I installed several DL380_G4 servers and on one of them the ILO failed totally. It did not even appear at POST. After reseting the NVRAM and trying to reset the ILO with a firmware flash which also failed, I ordered a replacement system board under warranty. Comparing the two system board before swapping I noticed that a heat sink was missing. ( Diagram attached )It's likely that the processor without the heatsink is the ILO processor but I can't find anything to confirm this. The chip was clean with no heat sink compound on it so it looks like this one got past quality control.
