DL580 G5 hangs when restarting the systm!!!!

hi all,
I have faced this problem when I choose restart in win2k3 ent, the server closes all windows and it goes for shut down but it hangs up and never restarts till I push the but for 5 secs to turn off. next time the server comes up it comes with no error in event viewer.
but when I press shut down button it closes all aplications and shuts down and powers of the server.

Hardware is:
DL580 G5
8GB Memory
4 power supplies
2 x HDD 146GB SFF
4 x CPU 7440

Actuall I have changed all parts except power backplane and mother board, but there were no change. also I have installed OS by smartstart version 8.30
I would appriciate somebody help me out of this.

bhmm go to run box , type msconfig,select bootini and start in safe mode,

if all is okay now reinstall firmwares nd latest drivers

but if all is not okay do the same again but remove all extra options of hardware and use min config and try the above again..

using firmware cd 8.7

the software cd rom 8.3 enjoy and goodluck..
